Balsam Terrace - New Senior Housing Community

Woda Management

Woda Management specializes in affordable housing units for families and seniors. Their group has established more than 9,000 housing units in 13 states, and continues to manage over 200 of these properties. Woda Management has recently proposed a new senior housing project in Steubenville, Ohio, in conjunction with the Jefferson County Community Action Council. The proposed housing complex will be located on property owned by Huberta Siciliano on Sinclair Avenue, near the Fort Steuben Mall.
The new community will be called Balsam Terrace, and will be exclusively for people who are 55 or older. Rent will be based on income in the 51-unit complex, which will have both one and two bedroom units. It will be energy efficient and extremely accessible. Outreach and supportive services will be available on-site for tenants.
If the submitted grants go through, the Ohio Housing Finance Agency will help fund the Balsam Terrace project through tax credits and the housing development loan program. Other funding will come from conventional construction loans and mortgages.
